Nine National Departments Jointly Issue the "Implementation Plan for Establishing a Sound Carbon Peak and Carbon Neutrality Standard and Measurement System"

In order to implement the relevant deployments of the "Opinions of the CPC Central Committee and the State Council on Fully, Accurately and Comprehensively Implementing the New Development Concept and Doing a Good Job in Carbon Peak and Carbon Neutrality" and the "Action Plan for Carbon Peak Before 2030", recently, nine departments including the State Administration for Market Regulation, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Natural Resources, the Ministry of Ecology and Environment, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the China Meteorological Administration, and the National Forestry and Grassland Administration jointly issued the "Implementation Plan for Establishing a Sound Carbon Peak and Carbon Neutrality Standard and Measurement System" (hereinafter referred to as the "Implementation Plan").

As one of the safeguard plans of the national "1+N" policy system for carbon peak and carbon neutrality, the "Implementation Plan" defines the overall deployment of China's carbon peak and carbon neutrality standard and measurement system work, and serves as a guide for relevant industries, fields, localities and enterprises to carry out the construction of the carbon peak and carbon neutrality standard and measurement system.

The "Implementation Plan" proposes that by 2025, the carbon peak and carbon neutrality standard and measurement system will be basically established. By 2030, the system will be further improved. By 2060, a world-leading carbon neutrality standard and measurement system with more advanced technology, more prominent management efficiency, more efficient service capabilities will be fully established, serving the comprehensive green transformation of economic and social development, and strongly supporting the realization of the carbon neutrality goal.

Focusing on establishing and improving the carbon peak and carbon neutrality standard and measurement system, the "Implementation Plan" proposes 24 key tasks in 7 aspects: improving the basic general standard system for carbon emissions, strengthening the construction of carbon emission reduction standard systems in key areas, accelerating the layout of carbon removal standard systems, improving the market mechanism standard system, improving the measurement technology system, strengthening the measurement management system, and improving the measurement service system. It specifies 5 key projects: the implementation of the carbon measurement technology innovation project, the carbon measurement basic capability improvement project, the carbon measurement benchmarking leading project, the carbon measurement precision service project, and the carbon measurement international exchange and cooperation project. It also carries out 4 key actions: the dual-carbon standard strengthening action, the hundred-item energy saving and carbon reduction standard improvement action, the low-carbon frontier technology standard leading action, and the green and low-carbon standard international cooperation action, and puts forward corresponding requirements for coordinating and promoting the implementation of various tasks.

Next, the State Administration for Market Regulation, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Natural Resources, the Ministry of Ecology and Environment, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the China Meteorological Administration, and the National Forestry and Grassland Administration will, together with relevant departments, solidly implement the "Implementation Plan", comprehensively promote the construction of the carbon peak and carbon neutrality standard and measurement system, and support the achievement of the carbon peak and carbon neutrality goals as scheduled.
